There are two Section 8 programs wherein the Arizona Public Housing Authority (APHA) has oversight or may offer assistance:
Housing Choice Voucher Program:
The APHA is the Housing Authority (HA) for Yavapai County. We only administer Housing Choice Vouchers for this County. We do not own or manage any real property. The Waiting List is closed for the APHA’s allotment of 89 Vouchers. For information on the availability in other Counties/jurisdictions, you may contact the HA serving that area. If you have a Housing Choice Voucher and you are seeking to move to Yavapai County, you must first obtain approval from your initiating HA, then contact the APHA when you intend to move. For a listing of HA’s in Arizona, you may contact the Arizona Department of Housing.
Project-Based Rental Assistance:
The APHA is the Contract Administrator for the State for Arizona for a portfolio of Project-Based Section 8 properties around the state. The portfolio consists of approximately 8,000 units. We do not own or manage any of these properties. Each property is owned/managed by private Owner/Agents and each property has a Housing Assistance Payments Contract with HUD. The APHA administers these contracts for HUD. For information on the availability of affordable housing at these properties, you will need to contact each property individually. For HUD’s listing of affordable housing in Arizona, you may visit HUD’s website and/or contact the Arizona Department of Housing.

Rental rates for apartments average around $1000 per month, but numerous more affordable options are available all over the city, from quiet houses in the suburbs to downtown efficiency apartments. Getting around Phoenix is typically done by car for most residents, but a light rail system makes it easy to get across town without a personal vehicle; Downtown and its surrounding areas are quite walkable as well.
